Obviously going back to the 98-style Englishman-dominated Premiership wouldn't help anyone. England wasn't succeeding back then either. And the lack of foreign stars would slow down the development of the players, cause they wouldn't be playing at the highest level.

if u have 8 quality forgein stars, then the rest of the team will benfit, why buy people like pascal cygan when you can have an english player for the same price who is just as good? i know u dont care but imagine if it was finland the premier league was in, i bet u wouldnt be happy. how did tierry henry get his chance as a youngster? through a team in france, moving to juventus when he was ready then back to monaco finally to arsenal. if this was the same then guys like james miler for example could play for teams liek darlington then go to newcastle and get a regular game training with the likes of alan shearer and scott parker, if u dotn get kept on with the club ur chances to develop are limited in a lower league.
