Some that don't have it banned (like NY), others allow it but don't sanction it, meaning its a real free for all and major organizations will not run shows in that state. Massachusetts is one, but Boston illegalized it, basically killing the Mass Destruction promotion.

I pretty sure Hawaii does not sanction it but allows it, to great success (ICON and ROTR). But Zuffa has said they would never run a show there for that reason. I'm pretty sure I read the IFL held a similar position regarding running a show in Hawaii.
