As a German I think I know some about it although I do not go to soccer games at all. Several hours before a game is on, you see the fans (drunk, yelling, singing) on their way using the subway. Only few of them are obviously hooligans, they are "active" once the game is over.
Most people over here are scared of them, the whole situation. When those groups are on the subway station, you see women standing next to walls ready to run away whenever they feel they are in danger.
Fortunately they have never provoked or attacked me. They come in groups and have lots of beer bottles with them.
