Subgenius it all has to do with Legislators and pressure. You have to pressure law makers in to making stiffer penalties. FOr example, the Amber Alert system was sparked years ago (the system that is federally in place to immediately make public through media etc when a child is kidnapped), because of family pressures.
Sometimes more pressure is put on legislators on drugs (usually in drug infested areas) so penalties go up. Plus don't count out federal pressure from whichever administration is in office and their agendas.
What I pray and hope for is that sometime in the near future we have an administration that prioritizes increasing the penalties for crimes against children. All crimes, not just molestation. There are good laws in the books, but they're too few and far between.
We still have a long way to go. ANd that's unfortunate.
FYI this guy we snagged yesterday is screwed. We threw 2 felonies and a misdemeanor at him, plus he can get extradited when he's done with our time to New Mexico for apparently a violent armed robbery he committed there which prompted the no bail warrant.
