Should, sure. Doesn't mean they do, though. It all depends on the deal that each fighter has. Barry Bonds isn't in Baseball Mogul 2008, because he has a game coming out that's already using his name and likeness, and he signed an exclusive deal. Similarly, Couture wasn't in the previous UFC games, and I don't know why. Wouldn't authorize use of his likeness? I don't know. There's really no way of knowing whether the UFC has the right to include a fighter in a video game whether he likes it or not.
