If I were to venture a guess I believe he meant that Franklin was the true champion in the sense that he held the UFC belt, not the Pride belt. And even though Silva holds both, he feels that the UFC belt is the legitimate belt (ie Franklin was the true champion)...Just my guess.
It's kinda like GSP saying that his interim belt is meaningless because he regards Serra as the true champion.
