Penn has potential, but so far he hasn't done anything to prove he is the #1 p4p fighter in the world. He hasn't really beaten many top guys as of late. He is 2-2 with his last four fights which were a loss to GSP, a loss to Matt Hughes and then wins over Jens Pulver and Joe Stevenson who I wouldn't exactly call top-tier fighters. The #1 p4p fighter in the world definitely should go to Anderson Silva, he is currently 6-0 in the UFC and has wins over top guys like Dan Henderson and Rich Franklin (twice).
