That's actually incorrect. Other than a mild drop-off from last season, the amount of fighters the UFC has kept from TUF remains pretty consistent.
I had a hunch that your statement wasn't accurate, so I dorked out and looked it up.
Season 1 - 8 fighters are still in the UFC
Season 2 - 7-8 fighters are still in the UFC (depending on how you consider Melvin Guillard).
Season 3 - 5 fighters...
Season 4 - 7 fighters...
Season 5 - 8 fighters...
Season 6 - 5 fighters...
I'm not really seeing a declining trend here. It shows me that the UFC is pretty consistent with keeping between 5 - 8 fighters from a season of TUF.
I'll even give you the fact that Roman Mitchyan might not technically be considered a TUF fighter in Season 6. That drops the number down to 4. So last season may have been down, but that doesn't make a trend.

Jason Reinhardt at 17-0 was rejected for TUF 5. When he finally made it to the UFC, he got choked out in 74 seconds and wasn't invited back.
Kenny Florian was 1-1 when he was given an opportunity at TUF 1.
Joe Silva may actually see something in those fighters at the auditions after all.
