It did seem strange, but it's also true that Frank and Ken do NOT get along well. But, even if they did, I could still see Frank doing this even then. Mostly it would be because, if Frank cared enough, a brother should NEVER allow his sibling (adopted or not) to punch up his body with street juices (steroids bought on the black market or whatever). If the only way to get Ken to stop was to go public with the problem, then Frank might actually be helping Ken. I kind of doubt that, but we do not see behind the scenes stuff.
