texmo, although that may seem like a good idea, it puts tremendous stress on your knees... everything you run and land on your foot, you arae putting 4x the pressure of your own body weight. Adding a weighted vest to that skipping routine and you are talking about a lot of stress on your knee
Try running with a parachute, running in the water, or being attached with an elastic cord to a wall... the resistance will make your legs adapt to hard workouts, thus making your faster and stronger
For hand speed, use resistance bands as well (NEVER USE WEIGHTS! YOU WILL HYPER-EXTEND YOUR ELBOW)
For Endurance, swim..
