Well, my opinion is different on this topic. I think if Tito beats Forrest Griffin and Ken Shamrock, he will deserve a title shot. Here's how I think it should go down.
Randy/Chuck winner vs. Babalu in August
Tito vs. Ken Shamrock in August
Randy/Chuck vs. Babalu winner vs. Tito (if Tito wins against Griffin and Shamrock)
That fight could take place at the end of this year or the beginning of next year. I definitely think he would be worthy of a title fight after Babalu if he gets the job done against Griffin and Shamrock.
I agree that Babalu should get the first shot at the Chuck/Randy winner, and after that, it's fair game for Tito. That's how I would work things anyway.
