It is not harder to kick from the guard than to punch. Harder to kick when they're in your closed guard, easier to kick when they're in your open guard.
Going for anything leaves you open for punches, and to get passed, and for submissions. I guess that means the best thing to do in guard is hold and pray for a stand-up...
Going for an armlock or a kimura does not leave them with just one limb to do anything. If you miss it leaves you open, just like if you went for a leg-lock. If you sink the arm-lock and they counter, they'll probably just work to pass your guard after spinning to the side of you legs and locking their arms together to counter, twising the locked arm, and pulling it out. A kimura counter where the person locks his arms around the other's waist and sprawls out on one of the person's legs to go around to cross-side is a nice counter as well (there's another where you grab your knee, lower it, lift your other knee, and then pull your arm out, that leaves you in guard). Those are all the counters once the submission is caught, but not finished. For the kneebar where it's caught, but not finished you put your foot on your opponent's ass and pull your leg out. Leaving neither of you in a superior position.
Now, I'm not saying a leg-lock is better to hit from guard than an arm-lock or Kimura, but I am saying that it's better to hit it from there than from standing over your opponent where you're giving up position to do it.
Also, how many fights can you think of where someone knocked someone else out who was in their guard with punches? The only thing even close I can think of is Mirko vs. Sakuraba. However, with kicks from the guard Renzo vs. Oleg and Anderson Silva vs. Okami come to mind.
