according to urban dictionary, it means to give the evil eye/stare someone down.

I'm rooting for Aleks, but I have to admit he frightens me a little. His prison tattoos remind me of Viggo Mortensen's character in Eastern Promises. Fedor looks like he could kill anybody, but Aleks looks like he has killed somebody.
