UFC gave it to him considering Mir wont be able to defend it for a long time from injuries.

No just the people who thought that didn't know what happened. He was lucky to come out of the accident alive. He got side swiped by a senior citizen. With him being on a motorcycle this is no minor fender bender and it basically destroyed his leg. It is unknown whether he will ever compete again.

Well this is from his trainer/manager:
"I want to clear few things: Frank wanted to fight Arlovski, l am the one that did not let him fight, he wouldn't be ready in october, l wanted to get him in his best shape to take Arlovski, so after warning Frank about the risk of the UFC do what they did, l called Joe Silva and told him about my decision and asked him to postpone Frank's return to December.
Joe was not happy and said that would not be possible. I understand the UFC position but l also want them to understand that we are not happy with that. Medical clearance was never the issue, Frank is recovered, their decision is for some other reason. Frank will be ready in december and we hope the UFC will have someone to fight him at that time.
Thank you all!
Ricardo Pires"

Of course he wants to be ready but I doubt he will perform the way he used to. Fighters come back prematurely all the time. Hopefully this isn't the case. I know a guy personally who broke his femur years ago and it still troubles him. The UFC could have postponed the fight for December. Tito held out for 14 months and there was no reasoning behind him. Frank has a legit issue and I think they would have been happy to oblige with postponing the fight. There was just talk that he wouldn't be ready then. Hence the reason his title was stripped. I could be wrong though. Maybe Mir isn't normal.

That is good to hear. I hope Frank does come back in December. Then he can get a win or two under his belt, and he will surely be the #1 contender again if that is the case.
He might have to go through Sylvia and Buentello though before he gets Arlovski. Those 3, along with Mir, would be the heart of the heavyweight division from what I can see..

I agree with decision to give AA the belt. It is only fair to him, and the other heavies. I don't think Frank and his group wanted to step back into the ring against a Hot AA right now. He needs some tune up fights first.
