They usually dont hold events like that on bases and exclude the community from being able to attend. I agree its probably to support the troops marale and what not and to that end, Im sure they have set aside a good amount of seat for soldiers to attend but it will most likely be an "open to the public" event as well. Just going off my personal experiences from the military and being around events like this on several other bases so I could be wrong...
CORRECTION
I was wrong. This is more of a fund rasing event than just a normal entertainment venue held on a base. Here is a quote from the article on it at MMAWeekly.com:
"The audience will consist solely of three thousand United States Marines stationed at Miramar, except for five (5) pairs of seats which are being auctioned off to the general public to this incredible event. This is the ONLY way non-military will be able to gain access to this UFC Fight Night. All auction proceeds will benefit the Marine Corps Community Services Quality of Life Programs for the Marines and Families, which support the health and well-being of active duty service members and their families throughout the year."
