This is a very good question.
I would have to say that Andre Arlovski is overated. I don't know, he just doesnt impress me at all. But that's just me.
Underated, believe it or not, I would say GSP. I don't think he gets enough credit, more so now that he has the WW title. But he's a machine and I think he's going to be champ for a long long time.

Hughes? Come on man, just because GSP beat him doesn't mean the guys overrated, he was the most dominant champion yet and can still beat 99% of the WW out there. But Sanchez and Franca I completely agree with.
I'd also add Rashad to the overrated list.

it's more that anderson silva just fought one person he was an amazing match against, and another that made a huge mistake.
as for AA, i think he's got really good punching power, he stopped cabbage way better than tim did (iirc). i never thought he was invincible at all, just that he is definitely underrated on these forums

He's beat a bunch of people but IMO most of them have been fairly easy fights for him due to the competition. I just really don't think he's that good.
